The resilient coastal communities of Balamban, Cebu were given an update for the current status of their coastal marine resources through Integrated Coastal Management Activity by the Department of Environment and Natural Resources - Tañon Strait Protected Seascape (DENR-TSPS) on October 10, 2023. 

The activity aims to provide recent information to the coastal communities for the following matters: the map of delineated zones of the municipality, recent biophysical survey results, mainstream river profiles within TSPS, integration of ICM to the Comprehensive Land Use Plan (CLUP) of the municipality, and the Coastal Resource Management of 2020 by National Mapping and Resource Information Authority (NAMRIA).

The activity was spearheaded by the Mayor of Balamban through Hon. Anastacio Lape Jr., the Sangguniang Bayan Chairman on health, law and order. He is in high hopes that the learnings and insights during the Integrated Coastal Management activity will be absorbed fully and soon be established in their jurisdictions.

After the SB Chairman’s address, the Assistant Protected Area Superintendent (APASu) of TSPS Midwest Cebu, APASu Exsofel Mary S. Amar, provided a thorough explanation for the overview of what the ICM aims to achieve which is to integrate the ICM to the CLUP, and to orient the technical working group on the new guidelines approved by the DENR  as supported by the Department of the Interior and Local Government (DILG) and the Department of Human Settlement and Urban Development (DHSUD).

Joselito Francis Alcaria, the Coastal Enforcement Officer of TSPS presented the status of the coastal resources of the municipality and elaborated the results of the most recent biophysical assessment. Thereafter, Kenneth Lastimosa, the Data Management Officer of TSPS presented also the existing structures in the coastal areas of Balamban. Nemesis Almento, the Municipal Planning and Development Coordinator of Balamban, presented the existing plan of CLUP to its stakeholders and lastly, the Data Management Officer/Geographic Information System Operator of TSPS, Dexter Bonjoc, presented the river profiles within the municipality of Balamban.

After the presentations, the activity followed an open forum where the LGUs of the municipality inquired further on what technical assistance the DENR can supply aside from the presented Integrated Coastal Management. APASu Exsofel Mary S. Amar and Joselito Francis Alcaria provided clarifications and thorough explanations on what are the technical assistance that the department can provide. 

The activity concluded with knowledge and information being imparted to the stakeholders and the office fulfilled its duty to provide the necessary data and other technical assistance which the municipality requires for the development of the municipality’s CLUP. 

The Municipal Environment and Natural Resources Officer of Balamban, Cebu, Merlita Milan, thanked the speakers of the activity for their very insightful and informative presentations as well as the active participation of the coastal communities of the municipality.

Dako kaayo akong pagpasalamat sa inyohang gihatag na assistance diri sa among LGU Balamban, hilabi na sa pagpahigayon sa Integrated Coastal Management… we are hoping na mausab ang inyohang paglantaw sa inyohang baranggay [ug] kita gyud ang maghinugpong sa pag preserve sa atong coastal resources.” - from the words of MENRO Milan as she wrapped up the Integrated Coastal Management Activity.
